Date Posted: Tuesday, September 1, 2020 Department: Finance Compensation: $95,790 - $98,664 DOQ +benefits Hours: 40+; overtime exempt Deadline: Open until filled Position Objectives: This is an overtime exempt, managerial position that reports to the Finance Director and serves as Comptroller for the City of Bethel.
Plans, organizes, and supervises accounting-related functions, including policy development, cash management, budget, audit preparation, forecasting revenues and expenditures and accounting-related contract compliance; performs tasks involving technical accounting; and serves as the backup (Acting) Finance Director in the Director’s absence.
Duties and Responsibilities: ESSENTIAL FUNCTIONS OF THE POSITION: Oversees and provides backup for Department operations to include utility billing, payroll, accounts payable, sales tax, general ledger and other accounting-related functions.
Supervises personnel providing accounting services to include training, scheduling, assigning and reviewing work, coaching and discipline, and evaluating performance.
Analyzes the City’s accounts to ensure compliance with statutory requirements and adherence to generally accepted accounting principles.
Directs monthly closings of general ledger and generation of monthly financial statements for multiple fund types.
Prepares/reviews adjusting entries and schedules for annual audit; schedules audit and works with auditors in answering questions, providing necessary information and explaining accounting/financial system; reviews audit results and implements necessary/recommended internal controls and/or other revisions.
Researches, evaluates, develops and recommends policies and procedural changes to improve internal controls, efficiency and effectiveness of accounting operations.
Assists in drafting recommended ordinances and resolutions as needed to meet City fiscal goals.
Provides staff support to City Council and Committee meetings as needed.
Minimum Requirements: KNOWLEDGE, SKILLS, AND ABILITIES: Bachelor’s degree in accounting, finance or business.
* Two years of progressively responsible experience in general ledger accounting.
Two years of supervisory experience.
*SUBSTITUTION: An equivalent combination of 4 years of finance direct related education and finance direct related experience sufficient to successfully perform the essential functions of the job may satisfy the educational requirement for this position* Desirable Training and Experience: Thorough knowledge of generally accepted accounting principles.
Must be documented in the resume/application Working knowledge of auditing practices and procedures, public management, budgeting, accounting, financial control and other functional areas of municipal finance and related activities.
Ability to plan, direct, implement and evaluate departmental activities, information and computer systems and formulate long range goals and develop organizational and operational plans for their accomplishment.
Ability to establish and maintain effective and courteous working relationships.
Ability to express oneself clearly and concisely, orally and in writing.
