Job Summary The Quality and Risk Manager is responsible for determining the type of risks that could affect the Kenaitze Indian Tribe’s (Tribe) financial, legal, or compliance reputation.
The Quality and Risk Manager, in collaboration with the Safety Department, will ensure safety issues entered into the system are investigated.
Sentinel events and/or near misses will be reported to the appropriate regulatory body as well as to the Tribal Council after a root cause analysis has been completed.
To ensure that all aspects of Tribal risk management are addressed, the Quality and Risk Manager will supervise Infection Control/Employee Health as well as Health/Safety/and Environment.
Essential Functions • Participates in and/or co-chairs Workgroup committee meetings and carries out associated annual work plans • Develops reports and educates departments regarding changes in standards related to risk management and quality improvement • Collaborates with departments in developing and monitoring findings below performance standard requirements • Works with program managers and directors to ensure safety events related to medical issues are addressed appropriately and elevated if additional actions need to be taken at a leadership level • Communicates obstacles to Director of Quality, Compliance & Privacy in a timely manner • Recommends and implements risk management solutions such as insurance, safety and security policies, business continuity plans, or recovery measures • Prepares documents for external surveys/reviews, risk management plan and quality improvement plans • Coordinates and delivers staff education • Identifies, gathers, analyzes and reports data as needed for established quality monitoring • Conducts annual risk and quality assessments for the Tribe • Ensures compliance with Tribal, federal, state, and local employment laws and regulations, Tribal policies and TERO ordinance It is the intent of this job description to highlight the essential functions of the position; however, it is not an all-inclusive list.
The incumbent may be called upon and required to follow or perform other duties and tasks requested by his/her supervisor, consistent with the purpose of the position, department and/or the Kenaitze Indian Tribe’s objectives.
Working Conditions Lifting Requirements • Sedentary work – Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Sedentary work involves sitting most of the time.
Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
Physical Requirements • Stand or Sit (Stationary position) • Walk (Move, Traverse) • Use hands/fingers to handle or feel (Operate, Activate, Use, Prepare, Inspect, Place, Detect, Position) • Climb (stairs/ladders) or balance (Ascend/Descend, Work atop, Traverse) • Stoop, kneel, crouch or crawl (Position self (to), Move) • Talk/hear (Communicate, Detect, Converse with, Discern, Convey, Express oneself, Exchange information) • See (Detect, Determine, Perceive, Identify, Recognize, Judge, Observe, Inspect, Estimate, Assess) • Taste/Smell (Detect, Distinguish, Determine) • Pushing or Pulling • Repetitive Motion OSHA Categories • Category II – Normal routine involves no exposure to blood, body fluid or tissue, but exposure or potential for exposure may occur Equipment and Tools List Equipment used for job: Computer, fax, scanner, copier and other office equipment Travel • Local • In-State • Out-of-State Comments: Travel to different Tribe locations and for training may be required Qualifications Education • Bachelor’s Degree in Nursing or healthcare field, or a combination of education and experience in a related field may be substituted for a degree Experience • Five (5) years of experience in healthcare related quality assurance or quality improvement • Two (2) years experience in risk management, including experience in conducting investigations into sentinel events and near misses, to include but not be limited to the use of the root cause analysis process • One (1) year experience supervising others • General understanding of Infection Control/Prevention and Employee Health and Safety requirements as they relate to Risk and the review of the physical building/space for the Environment of Care survey process Preferred • Knowledge and experience working with cultural diversities • Risk Management Certification License/Certification • Must have a valid Alaska State driver’s license and must remain insurable under the Tribe’s policy Special Skills • Proven ability to work on several projects simultaneously and under tight schedules • Strong oral and written communications skills • Strong facilitation and interpersonal skills • Ability to read and understand standard business documentation and accreditation regulations (e.
g contract language, grants, CARF standards) • Detail oriented in keeping records and recording risk data • Analytical skills involving data use, including statistics and math to manage data and financial information • Knowledge of Medicaid and National healthcare compliance regulations and practices • Advanced knowledge of quality assurance tools, practices and principles, including the model for improvement • Advanced knowledge and experience in working with Microsoft Word, Excel, and other software programs • Conducts business in a service-oriented manner that is attentive, pleasant, respectful and kind when dealing with un’ina, visitors, co-workers and others • Ability to work independently as well as collaboratively
